That's correct.

Only as error recovery.  The link is broken.  The %20s should be in the
the actual link.  The logic here is that URLs can be copied by hand, in 
which case one cannot rely on white space characters being copied correctly.
As such the error recover most consistent with the design of URLs would be
to strip the whitespace from the URL before submitting it.
