Such organisations are dysfunctional; they are wasting most of the power
of the web server!  Almost certainly they are also wasting bandwidth by 
failing to apply sensible cache-control policies, or encouraging the moves
towards ISPs with poor connectivity forcibly caching everything, causing
privacy violations.
