lynx-dev LHFB update: M$ Windows set-up

i have finally got around to adding Dale Landry's notes for M$ Windows
to my Lynx Help For Beginners document.  i'm not a M$ Windows user,
so anyone interested in making Lynx usable on that system
should take a look at the addition & tell me if it needs amendment.
