No, SH_EX isn't specific for the Japanese language, but refers to
experimental patches by "Senshu Hiroyuki". He has done many patches for
the Windows version, but generally doesn't submit them to the list for
incorporation into the main lynx code. Many changes have been
incorporated into the main code and are no longer ifdef'd "SH_EX". Those
that are still "SH_EX" haven't been discussed at length on the list. For
the latest patches by Hiroyuki, see the Windows binary that he
distributes along with the patch file against the main distribution. If
you go to his web site with lynx, you generally have to turn on
historical comment parsing (http://www.shonai-cit.ac.jp/eci/senshu/).
