Actually, the BLOCKQUOTE tags *are* inside
PRE tags.

Look right after:

   <h2>Message received at address@hidden:</h2>

There's a PRE tag, the email headers, an A tag, the text
"Here's a response from the upstream maintainer of xterm.",
the message signatire, another A tag, BLOCKQUOTE, then the
quoted text.
