I see.  I already updated my patch and put it below URL with not so
much work :).

The patch introduces a new macro EXP_JAPANESEUTF8_SUPPORT.  In order
to make the enhancement enable, you have to
    set "-liconv" to SITE_LIBS
and
    add "-DEXP_JAPANESEUTF8_SUPPORT" to CPPFLAGS
in your makefile after configure.

Tom, if you think my patch can be adopted, would you mind to make a
new configure option for making the enhancement automatically enable?
