This is fairly typical ignorance, by Windows users, of character set
issues.

I'd chalk it up to general technical incompetance.  Checking the webpage
at the moment with Opera and viewing source, I see a syntax error (missing quote):

otoh, the font changes to NYT webpage a few months ago make it equally unreadable in every browser that I've used on it - so I wouldn't single out Windows users...
