It just happens to use the environment variables used by the generic
locale system. I don't know if that's a good idea.

I personally _could_ live with the situation of using LC_MESSAGES
with setlocale() to determine it *IF AND ONLY IF* --enable-nls is
given at configure time, which I don't do.

But given that lynx doesn't even use LC_CTYPE to determine the
display character set (which, in contrast to LC_MESSAGES, is not
NLS specific and thusly should even be done with --disable-nls),
there's no point of that to go in.

Henry's arguments _additionally_ still apply, of course.
