I agree with that (generally - I hadn't paid much attention to that
aspect, but didn't _see_ anything in a quick reread last night of
the HTML spec that prohibited that interpretation).

But strictly speaking element "a" contains only in-line text, not block.
Why does paragraph within anchor work?

I suppose the DTD table is inconsistent.  (It's on a later to-do list, so
I haven't really looked at it closely).
