tcsh always uses file completion - it's not normally possible to
turn it off; command-line editing is usually on but can be turned
off with "unset edit".  The plain csh enables file completion with
"set filec".

I'm neither for nor against this feature, but have you noticed what
happens in Firefox when you type a partial URL and then press the Tab
key?
