regressing, I see this appears in 2.8.7dev.3

Looks like this was the relevant change (which was motivated by noticing
that it wasn't being done uniformly, while investigating the tilde
expansion for the mailcap and extension maps):

2006-11-12 (2.8.7dev.3)
* improve parsing for embedded "~", ensuring that it is interpreted as a 
  user's home directory only if it follows a pathname separator (Debian 
  #388622) -TD
