Although cross-posting mailng lists is generally a bad idea, the one you want is address@hidden The whatwg list is a pressure group list, whereas, although public-html was largely taken over by whatwg because the traditional people were still on www-html, I believe that public-html does have traditional W3C people who have some power to reject whatwg proposals.

whatwg, itself, is basically formed from the non-Microsoft graphical browser developers, and, in the past has shown a lack of concern for accessibility features, and is unlikely to give much priority to text only browsers.

Incidentally, some of the Mozilla family understood REV=MADE.
