Yes, tell the page author that
「http://200.159.15.35/registro/registro.aspx?s=%0D %20%20%20%20%20%20307410」
(with a space, even! and %0D looks phishy) is not a valid link.
look at the source-view - the spaces are not url-encoded, though they're
inside quotes.
(the phishy cr/lf are encoded).
It's possible that the fixes I made a few years ago to let lynx handle
filenames with embedded blanks are related (though the url-encoding of the
spaces was existing/correct behavior).
