Debian's package (lynx-cur) turns it off:

/etc/lynx-cur/lynx.cfg

.h2 SYSLOG_REQUESTED_URLS
# Log the requested URLs using the syslog interface.
SYSLOG_REQUESTED_URLS:FALSE

Looks like I didn't update the comment in lynx.cfg, but in the source 
code:
