The browser converts
        <a href="http://www.h&ouml;rkomm.de/";>foo</a>
to http://www.hörkomm.de/ which is an invalid URL.

The ONLY place where non-ASCII characters are allowed in
a “web address” (IDNA) is a browser’s address bar. They
are then punycode-encoded, yielding the xn--something
form (URL), which is what you see on the line.
