GNU MAKE ERROR

Hi GNU,
We are trying to install and run the GNU MAKE make-3.79.1 on Win NT and are
unable to do so. Do we have to run a batch file to set the environment
beforehand ?
Basically it seems to fall over when we use the ifeq function in one of the
include files.
ifeq "$(WORK_DIR)" ""
the error message is Error -- Expecting macro or rule defn, found neither
