What operating system are you using?  What version of monit are you
using (monit -V)?  Did you compile monit yourself?  If the later is true,
does your config.h (generated after configure) read
        /* #undef HAVE_STRUCT_TM_TM_GMTOFF */
or
        #define HAVE_STRUCT_TM_TM_GMTOFF
(in version 3.1 you can find it on line 94)?
