It's meant to be short for:
Runtime checking and TCP/IP port checking (tcp and udp)

I thought it was allowed but maybe you need to use a hyphen like
Runtime- and TCP/IP port checking (tcp and udp)
Anyway, maybe someone on the list with English as their first language
can clarify?
