[Monotone-devel] 0.12 release

hi,

I've released a 0.12 version. it includes most of the past month's work, 
including a heap of contributed bug fixes (thanks!), human friendly 
version selectors (with docs), the new cvs parser, complete removal of 
the old networking system, and most exciting for me, integration of jon 
bright's mingw patches; we now have a preliminary win32 release going 
out along with the linux packages!

my work during this next release cycle will probably focus on cleaning 
up the disapprove command, as we've been discussing; giving christof's 
cvs import fixes a thorough testing; investigating stability and 
performance issues in netsync some more; and playing with moving the 
build to gcc 3.4. hopefully nothing too upsetting.
