I have mentioned a couple of possible fixes for this problem to Graydon. I'll hopefully get some time this week to work up a further patch against Monotone to fix some of the remaining Windows issues.
In the meantime, a workaround is to use paths without drive letters - \Documents and Settings\...\test.db should work ok.
