[Monotone-devel] 0.14 users?

Quite a surprising amount of code in Monotone is devoted to "file" and
"manifest" certs, which nobody ever uses, because they're, well, not
really useful.  So I'd like to rip this code out for 0.17, but -- it
turns out that, since manifest certs were critical before the
switchover to changesets at 0.15, the 0.14 -> 0.15 migration code
needs manifest certs.

So some questions:
  - is there anyone still on 0.14?
  - if so, are you planning to upgrade to 0.16 (which appears to be
    vastly more stable than 0.15 was)?
  - if not, when do you expect to upgrade?
  - how annoying would it be, if to upgrade from 0.14 you had to first
    install 0.16, upgrade to that, and then upgrade again?
