I ran into the same problem here; don't know the cause.
In my case, I pointed monotone at a symlink to the cvs repository; in
your case, was cvsambo a symlink?
In my case, I used a relative path, just as you did. Have you tried
this with an absolute path to cvsambo?
In my case, I gave it the full cvs repository (so CVSROOT was a
subdirectory), but when I tried pointing it at a directory within the
cvs repository it seemed to get further. Do you have more than one
directory at that level? Can you try cvsambo/<something>?
I'm hoping to eliminate some variables/similarities between our cases.
