Yeah, although having the checks done before entering a commit message makes sense too. Having the checks earlier might even allow to automate some trivial changes to the files before entering the commit phase (like linting or tabs2spaces or whatever people come up with) Sounds tricky/dangerous and it probably is, but alas. :-)

Luckily mtn saves the commit message, so it's not much of an issue if it fails and combining the two distinct checks into one is probably the simplest.
