thanks for the suggestions.  in the end the issue was that an older
version of boost was installed somewhere else and they were getting
mixed up.  Deleted all libboost_ files from /usr  and then reinstalled.  Was able to configure monotone.

Yeah, or its not finding libboost_regex.so or you're using different
compilers for building boost and building monotone... something like
that.
