[Monotone-devel] netsync usability regression on mainline

While testing the patch that makes known-servers variables still valid
after an upgrade to the current trunk, I noticed that netsync
operations with the new binary ask for my passphrase every single
time, even if the key is available in the agent.  This doesn't happen
with 0.39. I can't immediately figure out what changed.
