[Monotone-devel] migration and regenerate_caches

Is there any reason that 'db migrate' doesn't automatically call
regenerate_caches after a migration that requires it? Not automatically
calling rosterify or changesetify makes sense because those can be
destructive, but regenerate_caches should be harmless.
