It would be correct to say for monotone the same like for git:

"No. Commit messages are per-changeset."

monotone can, however, attach certain contents as "attributes" to files.
This would then mimic "Per-File Commit Messages" (if these are used by
anyone).

mtn-browse got a website in the meantime, while the development of
guitone was abandoned. The former should be used as "best breed" GUI for
now.

Please also update the URL of the monotone project[1] to http://monotone.ca.
