[Monotone-devel] URI stuff

I'm a bit in a hurry, so the short version: I just pushed
c84aa3062d0f7a270e0b2d89cf50273a80917895 which I worked on the last
couple of days. Please check the log entry and test it a bit / tell me
what you think. NEWS entry is still missing, I'm writing one tonight and
will then also check if this change broke anything in the functional
tests (it actually should not, but I have no time to test that right now).

Early feedback is welcome ;)
