With the introduction of the changelog editor this problem now also affects 
commits:

mtn: falscher Gebrauch: konnte Zeichenkette nicht von ASCII nach UTF-8 
konvertieren: 'Initial setup

Steps to reproduce the problem:

Use monotone in a non-English locale. (Tested on Windows XP SP3)

Expected result:
----------------

Properly visible characters.


Actual results:
---------------

("Tõtigkeit" should have been "Tätigkeit")
