I don't think so. It would be to support something that isn't in
usual messages. And wouldn't even be necessary with "Nag: 1" or
whatever, if Norm is willing to update all of his existing Nag
messages.
A quick and dirty test for the empty Nag might be something like
this, with GNU grep:
egrep --max-count=1 '^(Nag:|)$' | grep Nag:
No doubt others could come up with a more efficient test.
