No comment on the substance, but:

It's a MH path (as in mhpath or the Path: mh_profile entry). I
believe that existed before $PATH was invented (but I'm not
sure about the csh equivalent). It could be said that PATH
is badly named, and should be PATHS - each entry is a path
(in which to search for executables).
It certainly isn't what I would call homedir (aka $HOME).
