Steps:
- install Octave 8.3.0 from web installer
- in Command Window, type `pkg load io`
- Octave pauses for a moment, then closes with no messages

pkg list shows this line:


io  |   2.6.4 | C:\Program Files\GNU
Octave\Octave-8.3.0\mingw64\share\octave\packages\io-2.6.4


I also tried a suggestion from this older, duplicate bug

I found a cli version hoping to get an error message.
