Follow-up Comment #9, bug #64908 (project octave):

I looked in my .inputrc file and there was just one line explicitly disabling
bracketed paste with no comment explaining why. I must have done that years
ago to work around something else.

Enabling that option in .inputrc makes OP's code behave properly for me, and
similar to how Matlab's behavior was described.

So, the behavior works for me now in a Matlab-compatible way.
