I added a commit message and pushed it to the default branch of Octave:

I then followed up with some clean-up and integration into Octave here:

I compared the result of the BISTs with Matlab R2023a. Handling complex input
seems to be an extension over Matlab. But as long as it works correctly, it's
probably fine to keep it.
The other tests give the same results in Octave and in Matlab.

The new function should be part of Octave 9.1.0 when it will be released
probably early 2024.

Marking as ready for test.
