Follow-up Comment #1:

after some updates to polar over in bug #64991, created rticklabels and
tticklabels functions modeled after the x/y/zticklabels functions. Pushed to
default, they should become part of octave 10.

Note that rticklabels depends on some changes made in bug #64991 to how polar
populates the rtick property.
