I've got liblo 0.13 installed in Mandriva, so I  ./configure 
LOSC_LIBS=root/liblo-0.22 ( or should it be  0.16?)
and I get the same 'lo_address_get_url'  error when I compile with cvs om.
Even when I just compile with liblo-0.13 I get the error. Weird.
