[RFC PATCH 18/78] ui/win32-kbd-hook.c: add fallthrough pseudo-keyword

[Emmanouil Pitsidianakis]

In preparation of raising -Wimplicit-fallthrough to 5, replace all
fall-through comments with the fallthrough attribute pseudo-keyword.
