I'd say that the basic functionality is there, however a few bugs have seemingly crept in since I'm fairly sure it used to be possible to boot Debian as a KVM-PR Linux guest a while ago.
I suspect fixing the bugs won't be too hard, however bisecting down the kernels and QEMU to find the regressions is the most important bit but it takes time to do.
Whilst I can't immediately offer the time to do it myself, I can certainly offer guidance from the QEMU side and investigate the issues once the relevant commits have been identified.
