Got it. :)
(One succesfull remote copy so far).
I compiled the attached rebase.cc program with
g++ -O2 -o rebase rebase.cc -limagehlp
And then ran it as
$ rebase -d -b 0x68000000 -o 0x10000 /usr/bin/cygssl.dll
I can't say I really know what it does, but I found it described in:
