I would like to speak to developers now.

I am using rdiff-backup for backup my Vista x64 desktop machine to Linux
server, as I was disappointed with built-in Vista backup tool. One
reason for all: Vista's built-in backup tool simply refuse to backup
files like *.php, and many more file name extensions...

Vista built-in backup tool stores all files on backup media (e.g.
network) in industry standard .zip format.

It would be nice enhancement if rdiff-backup would store backed-up data
in *.zip files, but I personally would prefer *.7z, which is more or
less industry standard as well. Idea behind this is reduce volume of
backed-up data.

Of course, there should be defined rules, or some kind of heuristics,
which files should be compressed (e.g. plain-text files) and which not
(e.g. *.mp3), since it does not make sense to compres already compressed
file - you only get bigger resulting file in case of compressing
already-compressed files.
