[Savannah-hackers-public] Forwarding projects to GNU Eval

Hi,

I (publicly) discussed a while ago with Karl Berry from the GNU Eval team.

To avoid forwarding projects for GNU Evaluation, while these projects
are not really willing to do that, we decided not to forward the
e-mail ourselves, but to point people to
www.gnu.org/help/evaluation.html

I updated sv-approve-as-nongnu for this purpose.

It is also planned to avoid making 'GNU' the default choice in the
Savane registration process.


So you should not forward projects to GNU Eval anymore.

This also removes the problem that sometimes, the project description
is not accurate.
