Alright, I got to the login page now fine from my own
set up. You were right to edit the
/etc/savane/.savane.conf.php, but it also tells not
edit that file but edit the /etc/savane/savane.conf.pl
script instead. 

In the savane.conf.pl it has the line
       $sys_incdir="our
$sys_incdir=\"/etc/savane/savane-content\";";

Funny that the QEMU version does not have a
.savane.conf.php and a tiny savane.conf.pl
