Hi,

I think there's no problem with just a French description.

We want an English submission to understand it, but then it's up to
the admins to decide which audience they want to target.

Jamendo.com has something similar where the author can enter a
description per language, and if there's no translation for the user,
it says so and displays the description in the original language.
