I am curious.  Is it a same-origin directive that is causing problems
because fsf.org is not gnu.org?  In other words, do you see the banner
on the http://www.fsf.org site?  On the https://www.gnu.org/ site?

All three sites exercise slightly different cases.  www.gnu.org
effectively includes a banner inline.  www.fsf.org is the same-domain
with the banner at static.fsf.org.  Only savannah.gnu.org is 3rd party
referencing fsf.org.  It may be necessary to host locally or proxy or
some such to make it appear same-domain to avoid all problems.
