You may find the information here useful:

Screen does not have tabs per se, but that config will give you a status
bar on the bottom that's very helpful.

You will also find that using rxvt with cygwin, instead of the default
cmd shell, works much better and give you a more unix-like experience. If you do, this might be useful in your Xdefaults:
