Hi,
Just submited the patch to savannah.
Nr 938: New layer panel dialog
Features:
Shows all layers
Allows to switch visibility, locked, printable, outline
Allows to move layers, create new
Known bugs:
updating of the active layer not working
moving selected objects to layer not working
changing layer name or color not possible
