I haven't read the RFCs, but PGPv6.5.8ckt08 lists JPG and BMP as
options.  GPG v1.2.3 only wants JPG.

The HTML format SKS outputs has to be compatible with automated
parsers, like GPG, right?  Would they ignore a normal IMG tag (or
extra HREF)?

Did find this page:

They discuss implanting the raw image data into the <IMG> tag, but
also note that IE doesn't seem to support it fully.  JavaScript is
mentioned, and apparently YayHorray! uses it to display the page, so
it's a bit messy inside.

If it could be done without interfering with automated key search and
retrieval, I would lean towards an IMG tag that calls on SKS to dig
out the pic for a particular key if the browser wants it.  If the
image data was to be embeded in the HTML, I'd make sure it's only
done when a single key is returned (rather than an index page).
