I've hacked up a reatime status tool to walk across the "constellation"
of sks keyservers. When you run it, the tool will poll a default server
(mine), parse the status page for recon partners, and then do the same
for all the other servers it discovers along the way.

The upshot of this is that the servers marked as Up are (with a pretty
decent probability) in fact up and synchronizing. If you run an SKS and
you don't see it here, then it's not part of the network.
By the way, can I suggest that all keyserver admins please turn on
"initial_stat" - it shouldn't take *that* long to generate stats when
you bring the keyserver up. That'll also give us an idea why a certain
keyserver thinks it's 90000 keys out of sync with the rest of the net.
