It was introduced into patch-43 (without being logged or attributed):

  %tla delta --diffs address@hidden/sks--mainline--1.0--patch-42 
address@hidden/sks--mainline--1.0--patch-43

I saw no side effects when syncing.  keyserver.linux.it and pks.aaiedu.hr
appear to be running with patch-43 too.
