Libintl.dll is part of the package Gettext, also available from GnuWin32.

BTW: Nor is it a mistake of the maintainers of the binary package:
the a2ps-page on GnuWin32
(http://gnuwin32.sourceforge.net/packages/a2ps.htm)
clearly states which additional packages are necessary.
